IT'S summer, and to many that means party time. Yes, the warm weather season is indeed a busy social season, and Italian, French and New York designers offer an abundance of styles to keep you socially correct. Pink, green and peach continue to be popular summer hues, but white, cream and black are favorite standbys. And short skirts continue to be the preference for the young in body and spirit.
